WERA Energy Bill could raise affordability issues for residents of Wisconsin

WERA is widely described as a rebranded version of earlier ROFR legislation (e.g., Assembly Bill 25/Senate Bill 28). ROFR refers to a policy granting incumbent utility companies, such as the American Transmission Company (ATC), the first opportunity to build, own, and operate new electrical transmission lines in Wisconsin before competitive bidding is opened to out-of-state companies. Wisconsin Speaker Vos is pushing the bill but a number of questions are arising with his connections to China and the National Conference of State Legislators.
