the New York Times did cover the topic of climate control from space, particularly in a 1976 article discussing the capabilities of the United States and the Soviet Union to modify the Earth’s climate.
According to the report, in 1957, Senator Lyndon B. Johnson stated that from space, it would be possible to control the weather, cause droughts and floods, alter the tides, raise the sea level, and turn temperate climates into frozen wastelands.
During the Cold War, both superpowers experimented with geoengineering techniques, such as cloud seeding, to influence weather conditions in specific regions. For example, between 1967 and 1972, the U.S. conducted artificial rainmaking operations in Southeast Asia, allocating at least $3.6 million annually for these secret activities.
However, the effectiveness of these operations was questioned. In 1973, Senator Claiborne Pell proposed a resolution to ban environmental warfare.
By 1976, during a United Nations conference in Geneva, the U.S. and the Soviet Union jointly submitted a draft convention to prohibit the “military or hostile use of environmental modification techniques.” Yet, the draft was considered weaker than the earlier Senate resolution.
These historical events show that climate control from space has long been a topic of strategic interest and experimentation, particularly during the Cold War era.
