CIS is a quasi-civilian agency like ERIC that CISA outsources to, to get around surveillance laws & deny FOIA requests. The Albert Censor is between the Election Management System & SoS portal (BPro software) run by CIS through which they can alter the EMS. That way, if any actual AUDIT takes place and finds tampering, you'll have no idea whether someone at the county did it with SQL, the State did it using their local BPro software (VR Systems, Tenex, TOTALVOTE) and someone hacked it with a USB/wifi/smart apps/knew Dominions pw ("DVSCORP08!" IIRC). Jeff Lenberg calls this "Swiss Cheese."
