Carl receives a call from Cesar Vialpando, who excitedly tells him about illegal street races happening in the countryside near San Fierro. He describes them as fast and clean—no cops, no helicopters. Cesar invites Carl to join in, telling him to bring a fast car and meet him just south of Montgomery, where he and Kendl are waiting. Carl arrives at the meeting point, annoyed that Cesar is late. When Cesar finally shows up, Carl sarcastically questions his timing, but Cesar brushes it off with poetic passion about racing. Their conversation is interrupted by the arrival of Wu Zi Mu—a calm and mysterious man accompanied by a bodyguard and a few women. He introduces himself as "Woozie", a local street racing figure. Carl introduces himself as a Grove Street member from Los Santos. Woozie explains that these races are for cash or pink slips, and invites Carl to get his car ready. Before the race begins, Cesar warns CJ that there’s something unusual about Woozie and to be careful.

The race begins with four participants, including CJ and Woozie. The course takes them through Red County, Blueberry, Blueberry Acres, and ends at The Panopticon. After a tense and exhilarating race, CJ wins and claims his reward—a ZR-350 sports car. At the finish line, Woozie approaches CJ, impressed by his driving skills and sportsmanship. He praises Carl's willingness to push himself to the edge and honors his bet by giving CJ a cash prize. As police sirens echo in the distance, Woozie suggests they leave before the authorities arrive. Before parting ways, Woozie tells Carl to look him up in San Fierro, hinting at future opportunities. CJ agrees, intrigued by the possibility. As the sirens grow louder, both racers make their exit, marking the beginning of a new connection in CJ’s journey.
