This is actually a drop from the Lesser Alabaster Lord, which can be a tough fight when you're not geared and leveled well. The item drops the first time you kill him. He otherwise does respawn like other enemies when you die or rest at site of grace. The item on the ledge near him is a Somber Smithing Stone [3].

The Schoolhouse Classroom site of grace is located in the Academy of Raya Lucaria (aka the Raya Lucaria Academy).

Raya Lucaria Academy
The Academy of Raya Lucaria is a Legacy Dungeon in Elden Ring. Quite a different area as it has a variety of blue hues, compared to the green open spaces of Limgrave, covered in crystals not only in its environment but also the creatures that inhabit it. These range from snails to more vicious animals to the underwater crustaceans such as crabs and are heavily guarded by the academy's scholars.
