Cables are better than dumbbells (for lateral raises) at emphasizing tension the muscles stretched position which is indicated to be better for muscle development in almost all research. This is why I make sure to have a cable or leaning on bench with a dumbbell lateral raise movement often. Setting the pulley high is good if having the pulley low is too difficult to maintain form during a lateral raise. You will use some more back musculature than usual but the primary mover is still lateral head of deltoid. To progress, move the pulley lower as you get better at keeping form. You want to be able to do these with pulley at the bottom for the best benefit. Turn your chest into the pulley and push your hand as far away from you as you can with slight bend in elbow for best isolation.
