Canadian PM Mark Carney says he is ‘devastated and heartbroken’ after a man drives a car into a crowd at a Filipino festival in Vancouver, killing nine and injuring more than 20.

Police are calling it a ‘car-ramming attack’ and they do not believe the incident is terror related.

An investigation is ongoing but authorities believe the suspect, a 30-year-old resident who is in custody, acted alone.
