Back in the planning room of The Four Dragons Casino, CJ lays out the next critical step of the Caligula’s heist. The key? Distraction and deception. While he draws the heat, the team will slip out with the cash. Zero chimes in with a vital detail — the Mafia moves money in armored cars, escorted by police motorcycles. CJ confirms the plan: steal a security truck and make it look like one of theirs, then secure four police bikes to complete the illusion.

Outside the casino, CJ assigns a Triad member to drive a Packer flatbed around the Julius Thruway as a mobile bike hauler. Meanwhile, CJ embarks on a high-stakes mission to steal four HPV-1000 motorcycles scattered across Las Venturas — near the police HQ, the V-Rock Hotel, the hospital, and Linden Station. Under pressure and pursued by law enforcement, CJ races against time. One by one, he jacks the bikes and drives them up the Packer’s ramp while it speeds along the freeway, securing them in place.
After delivering all four motorcycles, CJ meets the Packer at Whitewood Estates for the final exchange. With the gear secured and the escort decoy ready, the heist prep moves one step closer to execution.
