Gaining Access to the Arcane University in Oblivion

The Fighters Guild Questline is completed, and I have my house in Chorrol. Now I just need to gain access to the Arcane University so I can enchant my weapons and I'm good to go.

I have had two hard crashes and a questline breaking bug so far, otherwise good. Not quite 10/10, but it's hard to condemn the game for something that might get patched out in a week.
