Num 24:7
"Water shall flow from his buckets, And his seed shall be by many waters, And his king shall be higher than Agag, And his kingdom shall be exalted.

Balaam sees Israel as Elohim sees them. He makes a couple of very interesting prophecies. Balaam (in speaking the word of Elohim) states that Israels "seed shall be in many waters." When "many waters" are used in as metaphor in Scripture, it refers to many nations. He is saying that the seed of Israel will be in many nations. This is spoken of by Paul also. (Gal. 3:28-29). The King of Israel will be higher than Agag. This is an obvious reference to Yeshua when He reigns over the earth. Agag was the Amelikite king defeated by Saul and slain by Samuel. It is probable that the term Agag refers to the king of the Amelikites in the same way that Pharaoh refers to the king of Egypt. The Amelikites were Israel's oldest enemies. Elohim promised to destroy the Amelikites in Ex. 17:8-14.
