Buccola Battles Carmel’s 2020 COVID Beach Closure

In this unmuzzling the truth interview Theresa Buccola, arrested by Carmel (CA) Police Department on July 3, 2020 for being on Carmel Beach during COVID, shares with us her legal battle against “city hall.”

Buccola, a Carmel stainless glass artist, said she was charged with entering a closed disaster area, possessing and selling tear gas (she had mace for self-protection), and resisting an officer in the function of his duties.

“They have committed a theft of biblical proportions,” said Buccola during this interview, answering my question what motivated her to sue Carmel-By-The-Sea.

Carmel is a small yet affluent beach city located on California's Monterey Peninsula. Ninety-four-year-old actor, producer and director Clint Eastwood was Carmel’s mayor back in the day—from April 8, 1986 to April 12, 1988. Celebrities like the late Doris Day (1922-2019) and Betty White (1922-2021); plus Brad Pitt and allegedly Taylor Swift also have property there.

Buccola characterizes what happened during the Independence Day Weekend 2020 Beach Closure as a “siege of the beach.”

Thus Buccola’s case “seeks to further secure the constitutionally protected right of the people to access California’s navigable waters,” she summarized in her plaintiff appellate argument. “A ruling affirming that municipalities acting outside their scope of authority cannot arbitrarily restrict coastal access could shape policies statewide, impacting millions of Californians.”

Her case is currently before the United States Court of Appeals for the Ninth Circuit.

Buccola noted, in a recent email she sent to her supporters, she has shredded Gov. Gavin Newsom’s March 4, 2020, “Emergency Services Proclamation” that locked us all down.

“In other words, that document, what the entire lockdown in CA was predicated upon, never had any authority over us,” wrote Buccola.

She predicted her case “does have the possibility of becoming a landmark case in exposing the scam.”
