🚨 Parental Abduction: A DCF story 🚨

Nationally, the FBI’s National Crime Information Center (NCIC) recorded 375,304 reports of missing children in 2023.
In Florida, over 29,045 missing children were reported to the Florida Crime Information Center (FCIC) in 2023.
Florida law mandates that child protection agencies ensure the secure and safe custody of children (Chapter 39). However, when investigating allegations of abuse or neglect, Florida's Department of Children and Families (DCF) refuses to verify legal custody through parenting plans and neglects to act on custody violations by referring violations to law enforcement --even when court orders exist. Additionally, Florida law doesn't classify unlawfully withheld children as “missing.”

These children aren’t hidden underground—they're often hiding in plain sight, still enrolled in school. Yet, schools fail to request parenting plans. By narrowly interpreting the definition of abuse and denying their duty to refer custody violations to law enforcement under § 39.301(2)(b), DCF leaves children vulnerable.
We need leaders who will hold agencies accountable, amend legislation as necessary, and prioritize children's well-being.
