It aint a bug , it's how the game was made to be. So that people would play the other 2 paths with different 'builds'

You could ofcourse use it to increase to boost your stats but it will not allow you to unlock the 100% attributes achievement.
This goes for +15 strength or +6 warhammer of the Titanlord hammer.

Note: Even though the cheevo's / achievements should've triggered they didn't!

1: Gladiator didn't trigger because it has to be done on 1 character (Best option: Warrior of the Order)
2: Sharpshooter didn't trigger because it has to be done on 1 character (Best option: Warrior of the Don)
3: Master of the Classes didn't trigger because you need 200 Strength + Wisdom on 1 character & 200 Dexterity & 200 Wisdom on another!
Perhaps if you get 200 on Mage it might trigger , but of this i am un-certain.
4: Gold Cheevo's (100k & 300k) didn't trigger because it has to be collected inside the characters pocket (thus not Total)
WHich bassicly means no Training , No Buying , No Selling until late game! And maybe you succeed with the 100k!
To get the 300k Legit you need to grind 200k more on the same character via Bruggleweed Glitch (70 Gold for 10 Weed plants) or via cheating!
Should you cheat ensure to reboot game before you sell the cheated items :)
Steam cheevo's dissable once Console Command is activated :)
5: Mage will only trigger (safe to say) if you collect all 3 crystals on 1 character (Thus Mage)

So if you want to play the game to the MAX then do the following!

Use the Don's playthrough for Dexterity + Bow & Crossbow & learn Open Locks , Pickpocket , Sneak , etc!
Which will require a bit Bruggleweed glitching to achieve!

Use the Warrior of the Order playthrough for Strength & the Gladiator cheevo (Staff , Axe , Sword)
Which means Lv.10 sword before you enter the Monastery (or it's GG Game-over) Why? Only Fincher teaches Sword from Lv.7 to Lv.10 and he only does so if you are A: Neutral or B: On the Don's Side.

And use the Mage to master Runes & the Crystals!

Bonus Note: The only Teleporter Stone that now remains is the one inside the Western Volcano Cave Saurian Temple.
Which means we must meet the Titan Lord first.
So if you are missing one that's most likely the one :)
