Speaking in Tongues is for Unbelievers?

1 Corinthians chapter 14: 20-25 Paul is talking a lot about speaking in tongues and the correct way to do it in public. Someone speaking in tongues on a street corner would seem strange at first, but if prophesy follows, the unbeliever will clearly see the wonderful works of God.
