Project Horizon | Moon Base | Secret Space Program

Project Horizon was a plan to construct a permanent Moon Base. However, the objectives of Project Horizon ended on the 30th September 1967. Did it covertly become part of the Secret Space Program (SSP)? Prior to Project Horizon you had Project Moon Blink between 1965 to 1966 which was a surveillance program of the Moon and recorded a number of bizarre anomalies.
