Baltimore Man Shot Dead After Firing at Police During Foot Chase

On May 12, 2025, at approximately 1:25 p.m., officers with the Baltimore Police Department (BPD) encountered a man, later identified as 26-year-old Jai Marc Howell, on a moped who conspicuously lifted his shirt, in the 4600 block of York Road. When officers approached the man, he began running away. When officers attempted to engage Howell, he fled on foot while carrying a gun. Officers gave the man verbal commands, but Howell did not comply.

There was an exchange of gunfire between officers and Howell, at which time, Howell was wounded. Investigators believe Howell fired the first shots at the officers, including two rounds that struck an occupied police vehicle. The responding officers unleashed a volley of approximately 24 rounds. Officers rendered emergency medical aid on scene and requested emergency medical services. A semiautomatic gun with an extended magazine was recovered near the man. Howell was transported to an area hospital where he was pronounced dead a short time later. No officers were injured.
