CT Dems LOWER the Criminal Penalty for Failure to Appear

This week, Connecticut Democrats LOWERED the penalty for WILLFULLY failing to appear in court (CGS § 53a-173), arguing (in part) that it is a "victimless crime." I fail to understand how their lowering the penalty for committing this intentional act makes our state any safer.
