Weird White Sedan Behavior

On 5-24-25, I was sitting in my van listening to the radio. Suddenly I noticed a white sedan stopped in the middle of the road watching me while it was double parked blocking the lane that goes behind the shopping complex I was at. This was a break in patterns as the person in the vehicle was demonstrating they wanted me to see them. I've watched thousands of cars since January and have yet to see this behavior, so I decided to film. However, as soon as I took my phone out and started filming, the vehicle drove away. What was that all about?
