Stephen Miller, White House Deputy Chief of Staff for Policy, put out a great explanation on X over the weekend about what Trump’s one, big, beautiful bill does and doesn’t do. Here’s a brief rundown of what it says:

Reconciliation Bills Can Only Deal with Mandatory Spending
Codifying DOGE cuts isn’t feasible since they’re overwhelmingly discretionary. This isn’t the bill to make the DOGE cuts permanent. That will have to happen later and it’s not the fault or some failing of Congress that it’s not happening in this reconciliation bill.

Claims That This Bill Increases the Deficit Comes from a CBO Accounting Gimmick
Since the 2017 Trump Tax Cuts were set to expire in September, the CBO says maintaining the *current* rates adds to the deficit. Leaving tax rates unchanged cannot add to the deficit. It’s a cheap accounting trick to make it seem like this bill adds to the deficit when it actually leaves things as they currently are.

This is a Massive Tax and Spending Cut
This reconciliation bill is a massive tax cut and massive spending cut. The spending cuts come overwhelmingly from eliminating waste, fraud and abuse. The tax cuts are from making the 2017 Trump tax cuts permanent and following through on President Trump’s promises like “No Tax on Tips.”
