In this chapter, God tells Moses to teach the people about vows that people might make.

Similar to the New Testament, men were the heads of the home and responsible for what happened under their roofs. If a father or husband refuted his wife's vow(s), then it was a sort of get out of jail free card for her. This is a form of protection against "thoughtless utterance" as a youth.
