Commander Saeed Ullah Saeed of Afghanistan’s Hamza Military Academy issued a strict directive prohibiting Mujahideen from participating in jihad outside Afghanistan, particularly in Pakistan and Iran, without explicit approval from Supreme Leader Sheikh Haibatullah Akhundzada.

He emphasized that unauthorized participation is deemed sinful, and only those following the Supreme Leader’s guidance will be recognized as legitimate Mujahideen.

Individuals engaging with external groups or operations abroad without permission will be disavowed under this policy, reinforcing centralized control over jihadist activities.
