Wolcott, CT - The Connecticut Office of Inspector General reported Wednesday afternoon that it is investigating the death of a man who was in the custody of the Wolcott Police Department.

Connecticut Inspector General Robert Devlin, Jr. said in a release that 51-year-old Joseph Jackson died in Wolcott police custody early Tuesday morning. Jackson was pronounced dead in Waterbury at Saint Mary’s Hospital around 2:32 a.m.

Around 12:59 that morning, Wolcott police officers responded to a residence on Dale Avenue after receiving a report about a man “freaking out.”

Police discovered Jackson outside the home in a highly agitated state.

The release notes that Jackson was “moving around, yelling gibberish, rocking back and forth [and] he appeared to be under the influence of some sort of substance.”

Police called emergency medical services to bring Jackson to the hospital. Jackson was put in handcuffs for his own safety and the safety of others, which he reportedly resisted.

When medical personnel arrived on scene, Jackson was still agitated. He was given an injection to help calm him down.

In the ambulance, while at the scene, it is said that Jackson went into cardiac arrest. Medical professionals performed CPR on Jackson at the scene and throughout the trip to Saint Mary’s Hospital.

At the hospital, Jackson was declared dead.

The Office of the Chief Medical Examiner performed an autopsy on Tuesday, and the cause and manner of Jackson’s death are still being investigated.
