Is there other intelligent life?

In a 1964 lecture at Cornell University, Richard Feynman affirmed that human irrationality probably explains UFO sightings. However, do the same premises entail the probable existence and cause of other intelligent life, especially given the accuracy of reports Feynman suspected?
