Lincoln Clay returns home from the Vietnam War to reunites with his friends and family, including his surrogate father and Black Mob leader Sammy Robinson, his adopted brother Ellis, and James. Although initially planning to depart to California, Lincoln agrees to stay and help Sammy with the Haitian Mob.

Despite killing the Haitian boss, Lincoln learns Sammy is in debt to mob boss Sal Marcano. To clear it, he helps Marcano rob the city's branch of the Federal Reserve during the city's Mardi Gras celebrations, alongside Marcano's son Giorgi, Ellis, and Irish mobster Danny Burke.

Needing to take out whoever Marcano put in control of Delray Hollow, Lincoln turns to an unexpected ally, The Haitian Mob.

"Four-Finger" Charlie Kincaid is the Racket Boss of the smack racket in Delray Hollow and a member of the Dixie Mafia; he's also Lincoln Clay next target.

Ritchie Doucet is the boss of the Dixie Mafia, a criminal organization allied with the Marcano Crime Family, operating out of Bayou Fantom. With no means of kicking up to the Marcanos, Ritchie fears Giorgi will come after him, so he goes into hiding along with his men at Baron Saturday's, an abandoned amusement park on the southern edge of the district. After Cassandra captures one of Ritchie's men, she and Lincoln learn where Ritchie is hiding, so Lincoln goes there to take him down.

With Delray Hollow in better hands, Lincoln set his eyes on Pointe Verdun needing the help of Thomas Burke and the Irish Mob. "Brooklyn" Carl Bevers is the Racket Boss who runs the moonshine racket in Pointe Verdun for Roman Barbieri.

Sonny Blue is the Racket Boss of the protection racket in Pointe Verdun, running it for Roman Barbieri. He's a Grade-A psycho and one of Barbieri's favorite people. If you can't pay up, Sonny and his bone saw are the last things you'll see.

After Lincoln Clay dismantles Barbieri's moonshine and protection rackets, Thomas Burke decides it's time to have it out with Barbieri and informs him he'll be waiting at his scrapyard to settle things.

With Delray Hollow and Pointe Verdun in his hands, Lincoln seeks out the help of Vito Scaletta to aid him in his fight to calm River Row. The union extortion racket is a simple, yet profitable one. If you want to work, you pay Turetto's people. Andy Turetto is the Racket Boss of the extortion racket in River Row, running it for Michael Grecco.

It might not look glamorous, but smuggling cigars and rum out of Cuba is highly profitable due to the Cuban Trade Embargo. Roy Thibideaux is the Racket Boss of the contraband racket in River Row, working for Michael Grecco.

After taking over his contraband and extortion rackets, Lincoln and Vito make their move on Grecco. They've learned he's currently holed up with a bunch of whores in a run-down shack.

The Stolen Car Warehouse is located in Tickfaw Harbor and is used by Junior Holland to store stolen vehicles before he ships them out of town for sale.

Meeting with Donovan in south Tickfaw. Listening on a phone conversation between Pagani and Tommy Marcano in which Tommy tells Pagani to get back to New Bordeaux right away. Donovan's plan is to plant a tracking device on Pagani's car so that when he returns Lincoln can track him down. The Holland Bros. Shipping & Freight is run by Pops Holland and his son Junior. It's located in Tickfaw Harbor and is the location of the smuggling racket there.

With both rackets in Tickfaw Harbor under Lincoln control, it's time to track down Frank Pagani.

Frankie Bernard, a Racket Boss of the blackmail racket in Downtown, running it for Tony Derazio. If you're a city official, Frankie knows every dirty thing you've ever done, and he's got the pictures to prove it.

Jimmy Cavar owns Cavar Construction and is involved in various criminal activities with the Marcano Crime Family. A former Union boss, Jimmy "inherited" his construction company from its previous owner when he refused to play ball with him. He's been scamming the New Bordeaux City Hall ever since.

Tony Derazio controls all the extortion, blackmail, and money laundering for the Marcano Crime Family and is Lou Marcano's trusted lieutenant. He operates out of the penthouse on top of The Royal Hotel in Downtown and oversees the criminal rackets in the district.

Paul "Puppy" Simmons, the Racket Boss of the garbage racket in Barclay Mills, running it for Enzo Conti. Paul earned the nickname "Puppy" because ladies thought he was so cute way back when. Now he's a sadistic bastard who'll do anything for a buck.

Enzo, a former lieutenant in the Carillo Crime Family who had been running Barclay Mills for decades, having gotten his start through an extortion racket at Barclay Railways, sided with Sal Marcano in taking over New Bordeaux's organized crime.

Artie "Sweetmeat" Higgins is the Racket Boss of the black-market racket in Southdowns. He served in the Army during the Korean War for a short period of time. According to his military records, he was discharged for having a "neurotic condition"

Johnny "Two-Dicks" Peralta, the Racket Boss of the gambling racket in Southdowns, running everything out of Wilcock's Saloon. A former leg-breaking enforcer turned bookie, the joke around Southdowns is that Johnny must have two dicks, because if you owe him, he's never gonna stop screwing you.

Alvarez, who was hiding at the Anderson Bay Lighthouse, was surprised by a small number of hitmen sent by Tommy to get him. However, Lincoln arrived just in time and rescued him. Tommy Marcano is Sal Marcano's youngest brother and a capo in the Marcano Crime Family. He's an entrepreneur with a vision for diversifying the gambling and black-market rackets he controls out of Southdowns. While he's very adept at setting up lucrative rackets, once they're up and running he sits back and lets others run things

"Handsome" Harry Robicheaux, the Racket Boss who runs the sex rackets in the French Ward for Lou Marcano. Hand-picked by Uncle Lou, Harry's a former street pimp with a reputation for always getting his clients what they want, no matter how dark or sadistic those wants might be.

Doc Gaston is the Racket Boss who runs the drugs racket in the French Ward for Lou Marcano. A doper and something of an outsider, Doc Gaston would get a lot of friction for being half-hippie, if everyone wasn't already completely terrified of him.

Lou Marcano, better known as Uncle Lou, is Sal Marcano's older brother and a capo in the Marcano Crime Family. He runs the rackets in the French Ward district of New Bordeaux.

Bobby "Veal" Bastian is the Racket Boss who runs the PCP racket in Frisco Fields. A top chemist, Bobby turned his knowledge into cooking PCP for Olivia Marcano when he was hired to upgrade all aspects of Olivia's drug operation. Paranoid, ruthless, and vindictive, he won't let anyone stand in his way.

Chester Moreau is the Racket Boss who runs the human trafficking racket in Frisco Fields for Olivia Marcano. He's a successful businessman and high-ranking member of the Southern Union, who uses his money to finance the organization.

With Frisco Fields in Lincoln control, Remy Duvall is his next target. With Duvall's death, the property would be inherited by his nephew Stephen DeGarmo. Olivia decided to rectify this by torturing DeGarmo into signing the property over to her under the cover of Duvall's funeral wake at the Frisco Fields yacht club.

With the city in his hands. It's now time for Lincoln to seek his revenge on Marcano and his son.
