He initially contacted Next Jump to provide ethics training to officers in the Navy to avoid another Fat Leonard scandal. He then secured for himself a $500,000 yearly salary after his retirement in addition for steering more contracts to Next Jump. Obviously the training wasn't worth what he paid for.
