Acts Chapter 1b Was Paul The 12th Apostle Or Not?

If the 11 Apostles chose Matthias to be the 12th Apostle then how can Paul be the 12th Apostle? Did Paul see himself as the 12th Apostle, or did Paul see himself as a separate Apostle with a specific mission and purpose given to him from Yeshua (Jesus)? Why did the 11 Apostles cast lots to decide who the 12th Apostle would be… was this even biblical or sanctioned by God?
