: Why did Thatcher agree to let Hong Kong return in 1997? Because of the Basic Law and the Sino-British Joint Declaration. Following the Basic Law allowed for "one country, two systems." Before the handover, the CCP deceived Hong Kong people, saying, "Look, we’ll follow the Basic Law. Once you’re back, you won’t need the British government to appoint a governor anymore. You can have one-person-one-vote to elect your chief executive." After the handover, they went back on their word, saying, "One country comes first, then two systems." The CCP’s Zhao Lijian called the Sino-British Joint Declaration a historical document, effectively denying the Basic Law and declaring: "One country, two systems" is dead.
