S3 steps to tighten the last nut/cone/wheel shaft
Step 1. Start by tightening cone against nut - steady nut - as in the video. Mount the wheel on the bike, grab the top of the wheel and shake it sideways to feel for play in the axle. If there is no play, you are done. If there is play, go to step 2
Step 2. Release nut and cone and tighten both cone and nut against each other at same time, opposite and same wrench rotation for both of them. Mount again wheel on bike. If no play you are done, if play go step 3
Step 3. Tighten nut against cone - steady cone. Mount wheel on bike. If no play you are done, if play release nut and cone and tighten the cone a little more against bearings, then tighten nut against cone. If there is still play, tighten cone against bearings a little more then repeat the rest.
The reason why you get either too tight axle or always a play in the axle is either because there is grease on the axle and on cone and nut threads, or because the axle threads are too worn - too much space between two adjacent threads.
