Can the California Production Incentives Save Hollywood?

Governor Gavin Newsom and the California State Legislature have more than doubled the production incentives the state offers for filmmakers. He has announced 48 projects to receive this funding. But, without a change in the way Hollywood does business, is this a real fix for an industry in trouble?
