The Truth about FGM and Islam

It was once commonly assumed that Female Genital Mutilation (FGM) was inherently linked to Islam. However, as Islam has become increasingly present in Western societies, narratives dissociating FGM from Islam have gained traction in mainstream discourse. These include claims such as: "FGM is not mentioned in the Quran," "hadiths referencing FGM are weak," "FGM predates Islam," "Christians also practice FGM," and "not all Muslims practice FGM."
This discussion will critically examine these narratives, exploring references in the Quran and authentic hadiths that support FGM.
Julian will also present findings from his recent statistical survey on the global prevalence of FGM, which offers a higher estimate than that of UNICEF. The survey also quantifies the proportion of global FGM cases attributable to Muslim populations.
He will explore how polygyny causes practices such as veiling, child marriage, arranged marriage, cousin marriage, gender segregation, and honour-based violence—and how Islamic polygyny may especially favour the adoption of FGM.
Having clarified the causes of FGM, we will discuss effective policies for reducing and eliminating FGM.

Julian Flynn, a senior researcher at the Center for the Study of Political Islam International, has studied the history, causes, and place of female genital mutilation (FGM) in Islamic doctrine for over a decade. For International Women’s Day 2025, he contributed as lead author to the publication two reports: one estimating the global prevalence of FGM and the proportion linked to Islamic populations, and the other examining FGM’s place within Islamic doctrine.
