Why is Godley ISD Hiding Their Full Budget From The Public?

Godley Chief Financial Officer, Spencer Davis, tells the board that the previous President of the Johnson County CAD was willing to reappraise property values so schools didn't lose money. Isn't that extortion? So, property values are manipulated to protect government schools?
