Impossible to sue UK police for negligence...until now?

It is near impossible to sue UK police for negligence as they have "Hill-immunity" a case law which granted them the privilege of immunity from negligence claims for the "greater public good", to avoid "defensive policing". But can I change that? Here's my proposal surrounding that.
