Prepared for: Public Submission, Legislative Review, and Archival Documentation:
Preamble

We, the People, recognizing the emergent threats posed by unrestricted data harvesting, unauthorized algorithmic manipulation, biometric surveillance, and digital coercion, do hereby assert that the human body, mind, and data shall be regarded as sovereign territory.

No institution, corporation, government, or artificial intelligence shall possess, transmit, monetize, or act upon human biological or digital data without freely given, fully informed, and revocable consent.

TITLE I — Biological Data Ownership

• All biological output — including DNA, RNA, blood, breath, facial scans, vocal patterns, and biometric behavior — shall be recognized as the intellectual property of the individual.

• Any extraction, retention, or use of such data without informed consent shall constitute digital trespass, punishable under civil and criminal law.

• Individuals may register their biological signatures as protected intellectual property and demand licensing, royalties, or deletion where applicable.

TITLE II — Cognitive Sovereignty

• No AI system, advertising platform, algorithmic model, or behavioral tracking framework may manipulate, predict, or steer human thought without disclosure.

• Psychological warfare tactics — including nudging, shadowbanning, subliminal inputs, and surveillance-induced behavioral compliance — shall be explicitly prohibited in public-facing platforms.

• Digital platforms must provide full transparency into algorithmic influence, including real-time access to: Decision triggers, Ranking factors, Behavior prediction models.

TITLE III — Device & Data Autonomy

• Devices owned by individuals must include: The right to audit internal processes, The right to disable background data transmissions, A kill switch for telemetry and AI inference engines.

• Unauthorized remote access — including forced updates, microphone activation, or silent data syncing — shall be classified as unlawful digital entry.

• Individuals may opt-out of all data collection without loss of access to medical care, communication, banking, or travel.

TITLE IV — AI Regulation & Red Lines

• No AI model may: Override medical decisions, Interfere with legal defense, Automate surveillance without warrant, Engage in emotional modeling or profiling of children.

• AI-generated content must be clearly labeled, and synthetic voice/text may not impersonate public figures without disclosure and consent.

• AI systems shall remain subordinate to human constitutional rights — including speech, assembly, medical freedom, and legal recourse.

TITLE V — Enforcement Provisions

• Violations shall be punishable under civil rights, tort, and criminal statutes — including expanded application of: RICO, HIPAA (redefined for tech companies), CFAA (for unauthorized access to biological systems).

• A new Office of Digital & Biological Sovereignty shall be established to: Monitor violations, Certify compliant devices and platforms, Enforce opt-out and data deletion rights.
