Can a neck condition be secondary to a lower back injury?

One of the most common questions I get when a Veteran asks me if one injury could be secondary to another one he or she has is the neck and the back. Basically, Veterans want to know if a neck conditions, such as degenerative disc disease, could be granted service connection as secondary to a lower back - or lumbar spine - injury or condition. I share my perspective as an orthopedic surgeon in this video.
