In a single mission in flood-ravaged Texas, Ruskan, a recently deployed Coast Guard rescue swimmer, rescued an astounding 165 lives. Scott Ruskan is an American hero, said DHS Secretary Kristi Noem on Saturday. His unselfish bravery epitomizes the values and goals of the @USCG. After heavy rains led the Guadalupe River to rise more than 26 feet in a matter of hours, the flooding occurred Friday morning close to Kerrville.
