I strongly encourage you to formally exercise your authority under Article 61 of the International Health Regulations and IMMEDIATELY notify the World Health Organization that you have decided to REJECT the 2024 amendments to the International Health Regulations on behalf of the people of your nation.

July 19, 2025 is the deadline for heads of state of the 192 of the 196 nations that are parties to the International Health Regulation to reject the 2024 amendments.

Because 4 nations (The Islamic Republic of Iran, Netherlands, New Zealand and Slovakia) rejected the 2022 amendments to the IHR (which shortened the time period to reject future amendments from 18 to 10 months), the deadline for these 4 nations to reject the 2024 amendments is March 19, 2026.

Article 1

“pandemic emergency” means...

a public health emergency of international concern that is caused by a communicable disease and:

(i) has, or is at high risk of having, wide geographical spread to and within multiple States; and

(ii) is exceeding, or is at high risk of exceeding, the capacity of health systems to respond in those States; and

(iii) is causing, or is at high risk of causing, substantial social and/or economic disruption, including disruption to international traffic and trade; and

(iv) requires rapid, equitable and enhanced coordinated international action, with whole-of-government and whole-of-society approaches.

“relevant health products” means

those health products needed to respond to public health emergencies of international concern, including pandemic emergencies, which may include:

• medicines,
• vaccines,
• diagnostics,
• medical devices,
• vector control products,
• personal protective equipment,
• decontamination products,
• assistive products,
• antidotes,
• cell- and gene-based therapies,
• and other health technologies;

Article 24 Conveyance operators

1. States Parties shall take all practicable measures consistent with these Regulations to ensure that conveyance operators:

(a) comply with the health measures recommended by WHO and adopted by the State Party, including for application on board as well as during embarkation and disembarkation;

(b) inform travellers of the health measures recommended by WHO and adopted by the State Party, including for application on board as well as during embarkation and disembarkation; and

Article 27 Affected conveyances

1. If clinical signs or symptoms and information based on fact or evidence of a public health risk, including sources of infection and contamination, are found on board a conveyance, the competent authority shall consider the conveyance as affected and may:

(a) disinfect, decontaminate, disinsect or derat the conveyance, as appropriate, or cause these measures to be carried out under its supervision; and
(b) decide in each case the technique employed to secure an adequate level of control of the public health risk as provided in these Regulations. Where there are methods or materials advised by WHO for these procedures, these should be employed, unless the competent authority determines that other methods are as safe and reliable.

The competent authority may implement additional health measures, including isolation and quarantine of the conveyances, as necessary, to prevent the spread of disease. Such additional measures should be reported to the National IHR Focal Point.

The Top Ten Reasons to Reject the Amendments to the International Health Regulations Before the July 19, 2025 Deadline

One
The new definition of “relevant health products” only includes pharmaceutical drugs, diagnostics, devices and GENE AND CELL BASED THERAPIES. There is no mention of vitamins, minerals, herbs, homeopathic remedies or any other natural solutions.

There has been no after-event review of the failures associated with the fraudulent use of the PCR “tests,” ventilators, drugs such as remdesivir and the viral vector and mRNA “vaccines.” (Article 1)

Two
The Director-General of the World Health Organization would be empowered to declare a “pandemic emergency” based solely upon his determination, with no checks or balances. There is no procedure by which the member nations can vote to terminate the declarations made by the Director-General. (Articles 1, 12 and 49)

Three
“States Parties... shall maintain or increase domestic funding, as necessary, and collaborate... to strengthen sustainable financing to support the implementation of these Regulations.”

HOW MUCH IS THIS GOING TO COST? (Article 44)

Four
A new article (44bis) was added to the IHR in violation of the WHO Constitution. On February 6, 2023, the Review Committee cautioned “against creating an explicit financing function for WHO under the Regulations.”

The failure to define the details of the “Coordinating Financial Mechanism” while empowering unelected, unaccountable and unknown future bureaucrats to control the “Mechanism,” the failure to determine how much this is going to cost, the failure to require full transparency and make public a complete audit trail as well as the failure to ensure that conflicts of interest will be prevented are all unacceptable. In addition, Article 44bis was improperly and secretly added to the final version of the amendments in regular font instead of bold font. This gave the impression that the new article was part of the existing IHR and failed to properly indicate that Article 44bis was an amendment. (Article 44bis)

Five
The WHO Director-General failed to properly submit the FINAL VERSION of the proposed amendments with at least four months notice as required by Article 55(2).

Six
It is absolutely unacceptable that healthy people who are merely suspected of having been exposed to a contagious disease may be quarantined. (Article 27)

Seven
Forcing conveyance operators to apply “health measures” [such as spraying insecticides] on board while travelers are embarking and disembarking is a clean violation of fundamental freedoms. [Article 24.1(a), Article 24.1(b) and Annex 4.1(c)]

Eight
Nations are obligated to enact domestic legislation to implement the IHR amendments. Many have already enacted some of the most dystopian measures imaginable. (Article 4)

Nine
By instructing the Director General “provide available information on any WHO-coordinated mechanism(s) concerning access to, and allocation of, relevant health products,” the amendments to these articles simply feed into the World Health Organization’s Pre-qualification and Emergency Use Listing money-making racket. (Articles 15, 16, 17 and 18)

Ten
The failure to address the clear violation of human rights that authorizes nations to “compel the traveller to undergo... vaccination or other prophylaxis; or (c) additional established health measures that prevent or control the spread of disease, including isolation, quarantine or placing the traveller under public health observation” is absolutely UNACCEPTABLE. (Article 31.2)

Dear President Trump,

On the very first day of your Presidency (January 20, 2025) you signed Executive Order 14155 which began the 1-year process of having the United States terminate its membership in the World Health Organization.

Sec. 4. Global System Negotiations. While withdrawal is in progress, the Secretary of State will cease negotiations on the WHO Pandemic Agreement and the amendments to the International Health Regulations, and actions taken to effectuate such agreement and amendments will have no binding force on the United States.

HOWEVER, YOU HAVE NOT YET OFFICIALLY NOTIFIED THE WORLD HEALTH ORGANIZATION THAT YOU WISH TO REJECT THE 2024 AMENDMENTS TO THE INTERNATIONAL HEALTH REGULATIONS.
PLEASE TAKE OFFICIAL ACTION TO FORMALLY AND PUBLICLY REJECT THE 2024 AMENDMENTS AS SOON AS POSSIBLE BEFORE THE JULY 19, 2025 DEADLINE AND ENCOURAGE OUR ALLIES TO JOIN YOU IN THIS ACTION.
Also, on February 4, 2025 you signed Executive Order #14199 which directed the State Department to conduct a review of “all conventions and treaties to which the United States is a party.”

(b) Within 180 days of the date of this order, the Secretary, in consultation with the UN Ambassador, shall conduct a review of all international intergovernmental organizations of which the United States is a member and provides any type of funding or other support, and all conventions and treaties to which the United States is a party, to determine which organizations, conventions, and treaties are contrary to the interests of the United States and whether such organizations, conventions, or treaties can be reformed. Upon the conclusion of that review, the Secretary shall report the findings to the President, through the Assistant to the President for National Security Affairs, and provide recommendations as to whether the United States should withdraw from any such organizations, conventions, or treaties.

The deadline for the above review is August 3, 2025 (180 days after February 4, 2025). Unfortunately the deadline to reject the 2024 amendments to the IHR (July 19, 2025) will pass before the State Department is obligated to deliver their report to you.
I humbly request that you direct the State Department to prioritize their review of the 2024 amendments to the International Health Regulations in order to prepare an official letter notifying the World Health Organization of your decision to REJECT the 2024 amendments AS SOON AS POSSIBLE, but definitely before the July 19, 2025 deadline.
