That’s Camp Mystic — a century-old summer camp in Kerrville. On July 4, the Guadalupe River rose six feet in just minutes. But no evacuation was required because according to FEMA, this area wasn’t high risk. Some cabins were technically within FEMA’s lower-risk zones, but not enough to trigger mandatory alerts or evacuation.
FEMA admits: many maps are outdated, data is incomplete, and some areas have never even been reviewed. They say they lack the funding and staff to keep things updated. But water doesn’t wait for budgets.
