Drunks and drug users. I should have been pointing this out with my videos. Some of these girls and boys are members of the 300-block gang, once and awhile some of them are member of some gang with ties to the cartels on the reservation and some are just idiots. Cops came, no arrest. City of Billings don't like to do arrest so they can claim crime rates are down when they are higher than ever.
