Senators, including Cotton, have made it clear that any buyer who cannot completely sever ties with the Chinese algorithm will face penalties. So, there are plenty of buyers for TikTok; the problem lies with the seller. The Supreme Court’s ruling on this algorithm was 9-0, so if they plan to use the existing algorithm, modify it in any way, or try to block data from being sent back to the CCP, that won’t fly in Washington.
