The RICO act was used to take down entire mafia family operations in the 80s. Before that, bosses or lower level soldiers would be arrested then easily replaced. Nothing ever got done.

I think the biggest problem we have in our society, and also within the "truther" community, is simply a lack of knowing and understanding history.
