Jesse, Edgar, and William flee to the Rentier Institute's last surviving outpost. It's located in the tiny town of Calico. As Dr. Emilia Blackwell tends to William's wounds, Jesse and Edgar face the wrath of Assistant Secretary Harrow. He nearly died during the attack and wants those responsible to be brought to justice. With his father incapacitated, Jesse is now the de-facto leader of the Rentier Institute. If the organization is to survive, he must track down Felicity and her army of monsters. Edgar and Jesse follow her trail to the Devil's Pass. There, they find a lawless land dominated by outlaws and something even darker and more insidious.
