Don't Blame Trump for the Deficits

Ronald Reagan’s quote, “I can’t spend a dime,” reflects the constitutional reality that the U.S. Congress, not the president, holds the power of the purse. The Constitution (Article I, Section 8) grants Congress the authority to tax, spend, and borrow, meaning all federal spending and budget decisions originate in Congress. Deficits occur when spending exceeds revenue, and while presidents propose budgets, Congress ultimately decides what gets funded through appropriations bills.
