All the words which the LORD hath said will we do

The Israelites have left Egypt. No longer would they toil there as slaves, for they were God’s chosen people and were now being led to the Promised Land. They have stopped at Mount Sinai and the LORD is going to instruct the Israelites on how to follow and obey Him alone. The Israelites have declared that they will obey the LORD and do all that He has said. It is easy to promise things, it is harder to keep those promises. And the Law is a schoolmaster teaching people that they are unable to keep the Law, they are unable to continuously follow the LORD. They made a promise without counting the cost.
