July 7, Neighbor going in & out 46 times

My neighbor has been trying to bother me by doing this. Over the last 6 months the most he has gone in and out was over 200 times in 1 day. The worst he did one night, was between 4 and 5 a.m. by going in and out 30 times. When trying to reason with him over the last couple of years in regards to this and other bothersome behaviors, he will claim, he didn't do it. If that fails, he claims he didn't know it would bother me. When that fails, he gaslights, and claims I should have informed him (despite him already being informed dozens of times!) Then, he finishes up by saying he is allowed to do it.
