Gordon Chang: It’s clear that Vietnam needs to appease Communist China. Vietnam will say nice things about China, but these two countries have been at odds for centuries. By the way, the smaller Vietnam often gets the upper hand in confrontations with China. It’s obvious that Vietnam wants to make China happy with these military exercises.
