Tariff Rebates?

President Trump has spoken numerous times about having some of the incoming tariff revenue sent to American taxpayers. No grand promises have been made; in fact, he mentioned the priority is to paying down the national debt. Add to this, Congress will need to vote to approve any rebate, tax holiday, or stimulus plan and they are recessed until September 5.
