The story picks up from Dr. Tachyon's perspective following the release of the Wild Card virus, beginning with his work in the hospital treating victims through the events of the HUAC hearings (House Committee on Un-American Activities), culminating in the final disposition of Dr. Tachyon and Blythe van Rennsaeler, aka Brain Trust.
Included in this chapter is a short "Interlude 1" that details the aftermath, spin up of new hearings dubbed SCARE (Senate Committee on ACE Resources and Endeavors) chaired by Joseph McCarthy, and the proceeding laws passed to regulate Ace's. In the Interlude there is a brief mention of Croyd, the Sleeper from Chapter 2, and a foreshadowing of Puppetman, Gregg Hartmann .
