Doing What I Can Before the Power Goes Out

Time marches on. Running water is a thing of the past, and the electricity will follow in time. I have generators to keep it running, but I can't use them yet. I either need to find a pamphlet telling me how to use a generator, or earn the skill by leveling up electric. I don't know which is the right answer, but I have to hurry or the vast majority of my food will go bad.
