Oakland, CA - New body-worn camera video shows an Oakland police sergeant shooting a man who police said was armed with an assault rifle as the man ran away inside an apartment complex earlier this year.

Police allege Reginald Lacy fired the gun on MacArthur Boulevard near Evergreen Cemetery just before 5:10 a.m. on Jan. 4.

A surveillance camera at a home in the area recorded the sound of 11 shots. Another camera captured a man, later identified as Lacy, firing what police said was an assault rifle into the air, according to video clips the city released Monday.

Sgt. Jared Blue-Lowry, who responded to a gunshot-detection system alert, saw Lacy fire the last round, got out of his patrol car and ran after Lacy, police said in a narrative added to the video.

“Get on the ground! Oakland police! Get on the ground!,” Blue-Lowry shouted as he ran after Lacy through an apartment complex, the video shows.

Lacy then ran up a stairwell and at one point stumbled up the stairs, the video shows. “Get on the ground!” Blue-Lowry repeated three times. The sergeant then fired his gun.

“Ah! You shot me,” Lacy shrieked as he continued to run away, the video shows.

Lacy dropped the rifle in the stairwell and ran into an apartment, police said. After a standoff that lasted almost two hours, Lacy came out and was arrested, police said.

Lacy had suffered a gunshot wound to his shoulder and was treated at a hospital. He was later charged in Alameda County Superior Court with firing a gun negligently, carrying a gun in public, engaging in unlawful firearm activity and resisting a police officer. He pleaded not guilty, according to court records.

Lacy was sentenced to a year of probation in a 2024 gun case two days before the latest incident, records show.

Blue-Lowry suffered a minor injury as he ran after Lacy, police said.
