Delhi Stray Dogs Issue: Sentiments or Public Safety?

On 26 July 2025, in national Capital of India - Delhi, a young girl, Chavi Sharma, tragically died — after being bitten by a rabid dog, she developed rabies symptoms and passed away during treatment. This incident shook even the Supreme Court.

🧾 How did the SC take it up?
Acting suo motu on a Times of India report — “City hounded by strays, kids pay the price” — the SC called the matter “alarming & disturbing.”
The Bench noted: thousands of bite reports come in daily; children and the elderly are most at risk.

🏛️ The Court’s order:

Remove stray dogs from streets; house them in shelters.

Phase 1: Shift 5,000 dogs within 6–8 weeks — direct orders to State, MCD, NDMC.

Within 8 weeks, submit shelter infrastructure report — sterilisation, immunisation staff & CCTV mandatory.

Set up a helpline; ensure rabies vaccines in all government hospitals.

Within 1–2 days, scope extended to NCR (Gurgaon, Noida, Ghaziabad, Faridabad).

⚖️ Enforcement:
SC warned — anyone obstructing implementation will face contempt proceedings.
Clear message: “No sentiments over public safety.”

🩺 Medical note:
The doctor listed Chavi’s cause of death as “brain infection,” but the family suspected a dog-bite link. At the time of reporting, rabies was not officially confirmed — yet the case became a trigger for urgent judicial intervention.

🔎 Judicial follow-up:
After massive protests from dog lovers, on 13 Aug 2025, CJI BR Gavai assured that the SC order will be reconsidered. This means higher judicial review, with policy and implementation both under scrutiny.

📊 Data (Bhaskar English, 13.08.25):

2024 — Delhi: 68k dog-bite cases

2025 (ongoing) — Delhi: 26k cases

India 2024: 3.7M cases; 54 rabies deaths

Survey: 71% say dog attacks are common in their area

So next time someone says “protect the animals” — remember, this is no longer just about animal rights, it’s about public health and children’s safety.

Quote from the Bench:
“All animal activists and lovers — will they be able to bring back the children who have fallen prey to rabies? The situation is grim.”
